Queue section, history search, issue titles on runs

Project pages gain a Queue section that updates live, a search box for History and the issue title on every run row. Each section now says in one line what puts an item there.
Features
- Run rows show the issue title next to the issue number (#25, PR #33)
- The sidebar shows how many issues are queued for each project (#30, PR #35)
- A Queue section on the project page lists queued issues in order and updates live (#31, PR #39)
- Search History by issue title, issue number, branch or run id; the search sits in the address, so a link keeps it (#38, PR #41)
- History pages turn with left and right arrows and show which page you are on, as "N of M" (#40, PR #44)
- Queue, Active and History each get a one-line explanation under the heading, with more behind an info button that works with a keyboard and a screen reader (#45, PR #49)
- A Skills section with rendered guides, starting with one on server prefetch with hydration (#32, PR #56)
Fixes
- The History search box stays next to the title and the page arrows stay on the right, with or without results (#46, PR #52)
Chores
- The run status badge moved to the right end of the row (#26, PR #27)
- Going back to a project you opened in the last five minutes no longer reloads its History (#29, PR #34)
- Each status has one colour everywhere: queued amber, running green, completed blue, failed red (#42, PR #48)
- Project page sections now go Active, Queue, History, so the run in progress comes first (#51, PR #58)
